This paper analyses 15 microinsurance schemes using the International Labor Organization’s client value assessment tool, which is called PACE, based on its consideration of product, access, cost and experience. The PACE tool is intended to facilitate comparisons of the added value for clients among various insurance products and alternative means of protection such as informal risk-sharing practices.
