This publication describes an experiment that investigated which provider payment attributes influence healthcare workers’ preference for an insurance payment mechanism, using the example of community-based health insurance (CBI) scheme Assurance Maladie a Base Communautiare (AMBC) in Burkina Faso. The study finds that the reimbursement of service fees and CBI contributions for medical supplies and equipment most affected workers’ payment choices. It also finds that payment mechanisms of the health provider can determine the performance of the CBI and recommends that the payment system in the Noun district of Burkina Faso be revised to include worker preferences to ensure that CBI objectives are met.

“Does Microinsurance Help the Poor? Evidence from the Targeted Health Microinsurance Program in Vietnam 2004-2008,” by Tra TT Pham and Thong L Pham; published by Microinsurance Innovation Facility, European Development Research Agency, International Labor Office; February 2012; 32 pages; available at:

This publication evaluates Vietnam’s government-backed Health Care Fund for the Poor (HCFP). The study finds that participation in HCFP reduced poor clients’ out-of-pocket health care expenses, increased the regularity with which poor people sought out healthcare and reduced “catastrophic spending” in the event of health problems.
