MICROCAPITAL BRIEF: PlaNet Finance Partners with Thaneakea Phum Cambodia (TPC), China Foundation of Poverty Alleviation (CFPA) to Implement Microfinance Risk Management System

PlaNet Finance, a France-based nongovernmental organization, recently partnered with Thaneakea Phum Cambodia (TPC), a Cambodia-based microfinance institution (MFI), and the China Foundation of Poverty Alleviation (CFPA), a China-based microfinance lender, to integrate PlaNet Finance’s new risk management system into the two Asian MFIs’ operations. With the help of PlaNet Finance, the MFIs will implement risk management tools including microfinance-specific information technology (IT) systems that will be linked to a risk dashboard that analyzes data and displays the status of the market as well as credit risk and operational risk components.

PlaNet Finance reportedly will pilot its new risk management monitoring tools as part of its Microfinance Robustness Program, which aims to update the risk management systems of microfinance institutions. The program is supported by the Credit Suisse Microfinance Capacity Building Initiative, a subunit of the Switzerland-based financial services company Credit Suisse that aims to strengthen financial services of MFIs.

As of December 2012, according to the US-based nonprofit data provider Microfinance Information Exchange (MIX), TPC has a gross loan portfolio of USD 48 million disbursed to approximately 122,000 borrowers, deposits of USD 38,700 and approximately 3,700 depositors. According to MIX, CFPA has total assets of USD 188 million and an aggregate gross loan portfolio of USD 137.4 million disbursed to approximately 131,000 borrowers as of 2012. PlaNet Finance is active in approximately 80 countries as of 2012.

Thaneakea Phum (Cambodia) Limited (TPC) was launched in 1994 in Cambodia as part of the Small Enterprise Development program of US-based nonprofit Catholic Relief Services (CRS). In 2002, the initiative was incorporated as a limited liability company and given the name Thaneakea Phum (Cambodia) Limited. In 2003, TPC received its license from the National Bank of Cambodia to operate as an official microfinance institution. As of year-end 2011, TPC reported to the US-based nonprofit Microfinance Information Exchange (MIX) total assets of USD 46 million, return on assets (ROA) or 3.73 percent and return on equity (ROE) or 20.34 percent. As of December 31, 2012, TCP reported a gross loan portfolio of USD 48 million disbursed to approximately 122,000 borrowers, deposits of USD 38,700 and approximately 3,700 depositors.

About China Foundation for Poverty Alleviation (CFPA):
The China Foundation for Poverty Alleviation (CFPA) was founded in March 1989. It is a nationwide nongovernmental organization (NGO) that aims to alleviate poverty in China. It is consists of 26 sub-divisions, with its headquarters in Beijing. CFPA employs 80 staff, whose areas of expertise include economics, agriculture, finance, industrial and commercial management, as well as social development. According to the US-based nonprofit data provider Microfinance Information Exchange (MIX), as of 2012 CFPA has total assets of USD 188 million and an aggregate gross loan portfolio of USD 137.4 million disbursed to approximately 131,000 borrowers.
