MICROCAPITAL BRIEF: CGAP (Consultative Group to Assist the Poor) Seeks Public Comment on Draft Revisions to “A Guide to Regulation and Supervision of Microfinance”

Eight years after first releasing the “Guiding Principles on Regulation and Supervision of Microfinance,” CGAP (Consultative Group to Assist the Poor) has released a revised draft of the document (with a revised name) that reflects changes in the global microfinance sector. Some of the major themes include the consideration of a broader range of financial services, new strategies for funding and investment, client protection practices and the use of technology in service delivery. CGAP has requested public comment on the draft before it is finalized.

The principal authors of the guide are Robert Peck Christen, director of the Financial Services for the Poor initiative at the Bill & Melinda Gates Foundation; Kate Lauer, policy advisory consultant to CGAP; Timothy R Lyman, chief of CGAP’s Government and Policy Team; and Richard Rosenberg, a senior advisor at CGAP. Input has also been gathered from other sources, including regulators, academics and international institutions.

The draft guide is available at: http://www.cgap.org/gm/document-1.9.50732/CGAP_Guide_Regulation_and_Supervision_Microfinance_Public_Comment_Version_04-11-11.pdf.

CGAP requests that all feedback be submitted by email to rmazer@worldbank.org by May 15, 2011.
